What Happens to the Winners of 2016 Green Card Lottery (Diversity Immigrant Visa Program)?

Section 131 of the Immigration Act of 1990makes available 55,000 permanent resident visas annually to natives of countries deemed to have low rates of immigration to the United States.

However, the Department of State usually selects 120,000 winners, because most selectees fail to receive U.S. visa.

This program has been widely abused in third-world countries. Over the past few years, office of inspector General has identified multiple problems with DV lottery in several countries, including Ukraine, Ghana, and Albania in embassy inspection reports.
