Hate to say this, but a “Manuscript” by definition is, “Any document written by hand or typewritten, as opposed to being mechanically printed or reproduced in some automated way” (~Wikipedia); suggesting that only the editing part, therefor IS left…

I find it quite ironic that many of the fans of this series who are chomping at the bit for this next book, nay the rest of the main series to be completed before the demise of author himself, are also begging for him to devote more time to other volumes to be released about Westeros in the form of books such as the so-called, “Grimarillion”, thus making it more likely that someone else may have to eventually pick up the pieces for the Song itself’s final chapter.

I think there is no “manuscript” Grrm said himself that most of the work is done, only the editing part is left.
