Because the new show runners not think straight. They probably think if they cane backward RC and KB to Season 4, then rebuild these 2 characters in different way, they can win the fame that old show runner screws up entire show and the are the winner.
Unfortunately, they are completely wrong. I just wonder any or many fans starting calling ABC firing them.

They also recognized that the success of the show was due, to a great extent, to the romance of the main couple. So, how did anyone apparently well informed and cognizant of the show’s success factors screw up so badly? After all, the basic Bracken/LokSat case could have been shown more acceptable to the fans by having Caskett handle the case stealthily from the very start. The character Vitram would not have been needed at all. (I do think that in the end he may be found to be tied to LokSat as a member of the organization and whose job is to keep the higher ups in LokSat informed on progress in the case.)
